I've partially reverted you. Those templates at the top of the page are
horribly obnoxious, but they also provide utility to WikiProjects and the
broader encyclopedia itself.

Instead of removing the top templates entirely, I put them in a collapsed
box. I liked your idea of using a welcome template, but {{welcome}} uses
phrasing such as "Hello, Paul Revere, and welcome to Wikipedia!", which is a
bit awkward. I substituted the template contents into {{hello world}}
(essentially hijacking that unused template) and then modified the contents
to be a bit less awkward and more fitting.
