That line is defined as:
	#p-personal {
		position: absolute;
		top: 0;
		margin-left: 10em;
		right: 0.75em;
	}
The right: line is what makes those links to be right-aligned. But it
also makes IE6 ignore the margin-left. :(

Regarding the other issue of

I had reported it at bug 22986 comment 6.
