With the number of former en admins around with adminship on other
projects their attitude is not unreasonable. Giving people a back door
way to regain active powers like blocking on en (passive powers are
less of a problem) isn't acceptable. Equally active powers go the
other way. Do you really want people blocked cross project because
they screwed up on en?
