Sorry, I am lost at this point. I though Flagged Revisions is a business
of each project: for instance, we have them in ru.wp, and it took a long
time to  introduce the flagged revisions, including a broad discussion
inside the project. But I do not believe it is a matter of general
discussion for instance on meta with the implication that all projects
adopt them. AFAIK our ruled and rules on de.wp for flagged revisions are
very much different. Is this what you mean?
