While your suggestions sound good in principle, I don't think it's
realistic to expect the crosswiki community to formulate or even agree
on the policy. However, you're very welcome to spearhead an attempt at
such a community-decided policy. Once there is community consensus to
implement it, it will simply replace the current policy.
