Interesting article that mentions examples of countries introducing
 US-style Fair Use where it didn't previously apply:

 The article concerns Israel adopting Fair Use, and also mentions that:
 "Singapore recently adopted a US-style fair use provision to replace its
 narrower and more rigid "fair dealing" provision based on UK law, as did
 Hong Kong (before the turnover to China) and the Philippines.
