It may not be that easy.  A lot of the way images are used, especially
in templates, aren't amenable to just removing them outright.  We've had
a bot on the English Wikipedia that lists all non-articlespace pages
containing non-free images (and which ones).  I think we need to get
more active with that while still manually removing them.
