At least one member of the WMF advisory board plays an important role
in WikiEducator. I thought there was more of a connection, but I am
having trouble finding evidence of that right now. WikiEducator is
supported by the Commonwealth of Nations.

WikiEducator is beta-testing the "wiki to print" extension that is
supposed to be installed in WMF servers sometime this year. Also, many
members at Wikiversity have the same concerns as you (are WikiEducator
and Wikiversity competitors?), although I won't speak about that issue
because I don't know enough about it. I do know that people at
Wikiversity have discussed this issue at length, so you may want to go
digging around there for more answers.
