[Foundation-l] Creation of a Wikinews Embargoed Wiki

Hoi,
It is at the wrong place. Proposals like this are presented at Meta. There
is a procedure for new projects in which the language committee also
features. Personally I think it is not something that the LC has much of an
opinion on as it is a wiki intended as ancillary to an existing project.
This is also yet again a project that makes better sense when we have Single
User Logon in place ....
