[Foundation-l] Wikimedia Census

The COPPA standard prohibits collecting personal information from
individuals under age 13.

I would suggest, as a matter of prudence, that people under age 13 be
excluded from the survey, even though the Foundation is probably a COPPA
exempt entity.
