[Foundation-l] [Announcement]: Appointment of new Board Treasurer

Congrats to Stuart on joining the board. I hope he joins
foundation-l, as it plays an important role of communication
between the community and the board (this same invitation
goes to all the staff as well, if they aren't already on).
