[Foundation-l] Contingency plans for Wikimania

Good for them, does such a list hurt? Especially if it's /optional/, as I
tried to emphasize?

Additionally, does something have to be explicitly written in our
mission for us to do it? If that were the case, Wikimania isn't
explicitly written in the mission either.
