Indeed.  I have put together a set of draft by-laws, but it gets no 
responses or suggestions for change at all.  I have done the required 
NUANS search, and reserved the name "Wikimedia Canada".  All I need is 
two other people who are interested enough to put some effort into 
getting this off the ground as the original legal directors.

The lack of interest on the part of other Canadians is amazing.  It's 
very tempting to do like Jimbo, and choose two fairly uninvolved friends 
to be the incorporators, and let the democracy come later.
