One of the factors taken into account was the ease of visitors
obtaining visa for entry. Atlanta had a markedly lower score than the
other locations. This difference was as great as the local law factor
for Alexandria. The United States does not show up well in freedom of
travel, which is highly relevant in selecting a location for an
international event.
