[Foundation-l] set pagemoves to autoconfirmed - please read and comment

The problem is, this issue comes up most on wikis with little to no
local community.  The SWMT has been very busy with a large amount of
vandalism related to this, and this is a solution that will work best
to compliment their work.  As I expressed in my comment on-wiki, this
will most likely do more good than harm.

Does anyone know if it is technically possible for local wikis to
opt-out of this if it is implemented?
