Yes, they switched to CC-BY on September 25, 2005. It's an option
that's particularly feasible for Wikinews because old entries
typically will not need to be edited, indeed there's a formal
archiving process for articles older than a week (at least on English
Wikinews).

This would certainly be possible for other "modular" projects like
Wikibooks, if that's desirable. It just has to be decided in advance,
otherwise it's extremely difficult to implement.
