[Foundation-l] Wikimedia census

Although I think the census should be rolled out over stages to prevent a 
disaster if there is a mistake, I still believe we should continue to strive 
to make it a census rather then a survey. I also think that the census 
should only be available to editing wikimedians so, we find out about our 
editing population, not our reading population.
