That text about 18 years and stewards was written before the "Access to
nonpublic data policy" existed.

That overrules it and makes of the requirement;
"...is at least 18 and explicitly over the age at which they are capable
to act without the consent of their parent in the jurisdiction in which
they reside."

Maybe also useful to point out that steward elections are formally not
elections but nominations. It is the WMF who appoints finally the stewards.
