Well, yes. But that doesn't mean their operators consider those wikis "home".

As someone said, the rule is simply a common-sense restriction; if we
try to define it too specifically, we end up with absurdities like
this, which clearly are not what *anyone* actually wants... so the
answer is not to define it :-)
