Clearly we are not here to write a freely reusable encyclopedia. Or
just an encyclopedia. That is the reason for having sister projects,
and where this line of reasoning breaks down, but also where the
disputes over some project content has gone awry.

How about this as at least a possible sentiment:

"We're here to record the whole of human knowledge."

It seems as though Jimbo said something along this line a while back,
and is one of the reasons for initiating the various sister projects as
they are different ways to record human knowledge without getting too
diffuse by having one overall mega wiki project with pages being written
that is just a bunch of random unorganized thoughts. Or in other words,
each sister project is just another way to organize human knowledge.
And we should look at active editor/contributors on individual Wikimedia
projects as knowledge specialists for a specific method of formatting
that knowledge.
