The policy it's about content, so it includes text, not only images,
sound and other media. So the impact on wikiquotes is much larger than
other wikis (where content is GFDL and quotes are inserted in
context), since on wikiquotes we have quotes (copyrighted material)
in a large amount without much context (they're not being discussed,
for instance).

So no, "it's a media licensing policy" does not answer my question and
it's dodging the real issue
