I'm sorry if I put words in your mouth. I just draw conclusions. If
there were bad, tell me that and correct me.

I just want to know what and where can I take action to change the
current situation in #wikipedia. 

Nobody answered that (I tried this mailing list, the talk page, and
#wikipedia itself).
