what the functionality for SUL is.  What it needs is to be scrapped
and reconsidered.

Umm, that has absolutely nothing to do with what I was saying.  E-mail
confirmation is not currently required, so that is not a step that
should be included in a steward's required steps to fight page move
vandalism.
