my personal idea and proposal to structurally improve both turnout and
involvement of the community in future wikimedia board elections is:
replace the round of endorsements by a *real* first round; whether capped or
no, it is a semi-vote still or at least a poll, so we better have
*an election in 2 rounds of boardvoting;
*the first round open to all, with mandatory personal identification (as is
the case anyway);
*the second and final round only with the top candidates, who have received
sufficient support in the first round.
this would make the elections more into a community-process imho
