You offer a very valid solution. Just FYI, and I hope I'm not sounding defensive, because that's not my intention: we did, indeed, put at least two messages on the VP/equivalent on each wikipedia. We also hit as many of the wikiquote/wiktionary/wikinews/wikibooks, etc sites as we could find, as well.
My IP address has a ton of anonymous posts to wikis for that <grin>. In some cases it was translated. In a lot of cases, it wasn't.

i'd go for the simple solution:
make sure that a short english sentence is put on EVERY wikipedia linking to
a wiki page with detailed description, and wait until somebody translates
it. this is proven from the beginning of wikipedia.
i guess the one who has the power of putting the note on top of the
wikipedias could be blamed for not doing it - but i am unsure what we would
gain by doing this :)
