Agree as well.
A chapter ultimately, is simply a group of people who choose to gather 
with a more legal structure to do things. Then, this official group gets 
authorization to do certain things, such as use of trademarks. Whether 
it covers a school, a city or a state seems fine.
The only limit really is that it should aim at simplicity, such as 
following consistant local laws. If a chapter spread all over a 
continent, then it can not follow local laws and lose part of the 
interest of being local.
