Nor would a chapter including Vancouver and Montreal or Bombay and Calcutta  
(note that there are language differences between those cities as well). Is  
size a function of geography (Canada and Russia are bigger) or population 
(India  and China are bigger). 
 
It just seems that instead of importing existing models from Europe with a  
few tweaks, the unique conditions of each of the aforementioned countries would 
 require the foundation to develop new models to meet specific needs.

Having a "local chapter" including both New York City,  Chicago, and  
Los Angeles doesn't feel very  "local".
