[Foundation-l] Change default skins? (WAS: Wikimedia BrandSurvey Analysis)

My last sentence is a bit messy, I'll admit. ^^ I meant to ask if the
Wikipedias with non-default skins would have to switch to whatever skin is
chosen for Wikipedias as a whole.
