Hoi,
When a user has e-mail enabled, there is little to stop people any people
from using the same methodology to send whatever e-mail. You can state that
this is not allowed ... A spammer does not care because he does it for his
own sweet, self justified, reasons.

The notion that it can be prevented by a general policy is nice, however
this Pandora's box has been opened and more people will because they can,
the question is what to do with hope.
