[Foundation-l] Illegal IP blocking on the Dutch wikipedia

This WAS communicated to Waerth. There were only 35 minutes between his last 
edit before he got blocked and his first edit after being unblocked. This 
shows how quick problems can be solved, even if you are really not polite 
and calm.
