[Foundation-l] It is the foundations responsibility ......... How to edit wikipedia when stupid mods block all Thai ip addresses

It is the foundation who laid this policy on the communities in 2004! 
See Meta. It was a rule placed upon the communities by the foundation so 
if it flukes you cannot all of a sudden place the responsibility with 
the local community.
