Well, the main idea is that Wikipedia should be re-usable. It is reasonable
to assume that the Turkish Wikipedia is used more in Turkey, and the Swedish
one in Sweden. Therefore, if there is something that is allowed in the US
and Sweden, but not in Turkey, forbidding it on the Turkish Wikipedia but
allowing it on the Swedish does not sound too bad an idea to me.
