Hi,
the EDP on the Italian Wikipedia has more or less the same idea, 
expilicit permission is needed in many cases, since Italian law does not 
have fair use or dealing at the moment (something's changing); or, at 
least, the copyright exemption in Italy does not apply to Wikipedia at 
the moment.
