Hoi,
The bottleneck is associated with NEW languages. So when a new project
is requested for an existing language, it is more an issue of how the
particular projects deal with this; WikiNews for instance has its own
procedure. When a new project is started, it is expected that the
language does have a message file that is part of MediaWiki proper. When
it is not, it is the ideal moment to make it part of MediaWiki proper;
this will prevent that the messages have to be localised yet again.

PS I take it that calling the committee the "language prevention
committee" is supposed to be funny. It is not.
