Actually, you get this message even if you meet one of the criteria. Thus,
if your editcount is below 400, but your first edit was made before 00:00, 3
may 2006, you will be said "your first edit on this wiki was at 19:29, 16
October 2005, it needs to
be before 00:00, 3 May 2006." This may cause some misunderstanding.
