[Foundation-l] Moving the "test Wikipedias"

New software stuff should all go on mediawiki.org.

Old software stuff should get moved or rewritten there.

This'll give Meta the chance to get back to its roots for meta-discussion of
Wikipedia, its sister projects, the foundation, where we're going, where we've
been, etc.
