[Foundation-l] Quran in Sitenotice

I stand corrected, the SiteNotice shouldn't be used for general good
advice religious or otherwise. My point still stands, though, for
other official areas where good advice is tolerated (say the upload
file MediaWiki message). In these areas, religion shouldn't be used.
