[Foundation-l] Wikipubs Project Proposal.

I am not sure if this is a site that is already created and now
willing to attach itself to Wikimedia or is this just a proposal?

Because it seems pretty much owned already. Not like a community. It
has own mail adress, web sites etc. already. :/
