[Foundation-l] .EU domain name

Okay, so according to [[meta:Domain names]] (very bottom of page),
there seem to have been discussions already in november/december 04
(sic) and later again in september 05 about who shall apply for the
domain (Wikimedia Foundation/local chapter/etc.). Have these talks
been continued somewhere/was a decision reached?
