A referendum would be to get the opinion of *all* eligible voters.
What definition of "user" or "community" are you thinking of such that
voting eligibility is clear *and* answers the question you're thinking
of?

(note that answering "en:wp should come up with something themselves"
is not an answer - you're the one demanding a referendum in several
messages in this thread. What's *your* answer?)
