These kinds of problems can generally be addressed to the admins'
noticeboard (http://en.wikipedia.org/wiki/WP:AN). More general
suggestions would go to the Village Pump
(http://en.wikipedia.org/wiki/WP:VP). As to a list... no, I don't
think this exists. Perhaps it should be created, probably on Meta. I
don't know where exactly...
