[Foundation-l] Agreement between local chapters and Foundation

Maybe a comment little off:
Is http://scg.vikimedija.org/ really the actual site of Wikimedia Serbia
(and what happens to Montenegro?), and if yes, is there a way to go past the
explanation of "*ALALA*" ?
