Please, Wikimedia Deutschland (as all other chapters) should not be
called "foundation", even not in the gmane hierarchy.

If there is a request for changing the current hierarchy it should
look like this:
* gmane.org.wikimedia.foundation
* gmane.org.wikimedia.france
* gmane.org.wikimedia.germany
