If all you are only going to use is the first paragraph or two, then that is
fair use. However, and very stupidly, the FDL and the GPL are not compatible,
making anything more than fair use unnecessarily difficult. For this reason
(and a few others) the Debian project does not allow FDLd documentation. 

This, for example, prevents our developers from using FDLd MediaWiki
documentation in MediaWiki. One way I have suggested to get around this is to
include a separate SQL database with that documentation in it (the database
itself, of course, would need to comply with the FDL). So far I haven't heard
whether or not this would be legal and IANAL.
