[Flow Funding] Eligibility requirements and project for discussion

Dear Flow Funding members,

On behalf of the WMF, Winifred suggested that for legal purposes flow
funding requests should comply fully with the eligibility requirements of
the WMF grants program. She updated the FF Eligibility Criteria page to
reflect this: http://meta.wikimedia.org/wiki/FF_portal/Eligibility_criteria and
she would like to hear from everyone if the new criteria list poses any
difficulties.

This issue was brought to the WMF's attention because The flow funding
member IbrahimPsy111
<http://meta.wikimedia.org/wiki/User:IbrahimPsy111> recently
submitted a project for funding that requested grants to compensate for a
volunteer's time. With
