[Engineering] [Help wanted] Bug: Changing the MW email address sends both emails to the old address, none to the new address

Hej everybody,

I'm wondering who could look into the MediaWiki email issue in 
https://phabricator.wikimedia.org/T134246 . Tony could confirm on
Wikimedia servers but not reproduce in his local MediaWiki instance.

Unclear if MediaWiki core territory or mail server configuration, hence
I'm emailing both (public) engineering@ and (private) ops at .

There's a workaround (try again) but it'll likely create some dups.
