[Engineering] !log messages that mention Phabricator tasks now post to task

I added support in stashbot [0] last night for posting messages to
Phabricator and used that to implement a fix for T108720 "pick up
ticket mentions from !log lines" [1]. See the last test post there for
the format of these mentions [2]. If this turns out to be annoying or
stupid let me know and I'll see if I can make it better.
