The Pikiwiki Isreal project is run (jointly I think) by Wikimedia Israel, a recognised Wikimedia chapter. It should not be treated as "independent" third party but indeed part of the broader Wikimedia community. 

Their website is here - http://www.pikiwiki.org.il/ - you can see the WM-Israel logo in the top left hand corner.
