No, that shouldn't be happening. It doesn't have <noedit>, so you should
be permitted to edit it. And it explicitly permits reupload, so rotate
bot for example wouldn't be affected.

That said, it is /far/ better if these images are renamed upon
discovery. I had been doing this for some time; I will have to get back
at it.
