[Commons-l] List moderator [was some spammish message]

The list is basically unmoderated, which is a good way for it to be -
we don't want every message pre-screened, or even many of them. Even
slight active moderation, as on wikien-l, is a major pain in the
backside and a source of much angst and stupidity (I'm one of the
wikien listmods), and you really don't want that if at all avoidable.
So far I really don't think commons-l needs that.
